As Ho Chi Minh City accelerates its urbanization, infrastructure development, and urban renewal, the mobilization, allocation, and efficient utilization of investment resources have become imperative. Given the substantial capital requirements, inherent complexity, and long-term horizon of urban development projects, Public-Private Partnership (PPP) is recognized as an important model. It enhances the facilitating role of the state while effectively harnessing the resources, competencies, and managerial expertise of the private sector. Nevertheless, implementing PPP projects amidst the ongoing refinement of the legal framework governing urban development presents various legal and practical challenges that warrant thorough examination and clarification.

The Investment Legal Support Forum (ILS Forum) is an annual event co-organized by the Vietnam International Arbitration Centre (VIAC) and the Investment and Trade Promotion Centre of Ho Chi Minh City (ITPC), under the direction of the People’s Committee of Ho Chi Minh City.

Initiated in 2023 with the goal of enhancing legal support for investment activities, the ILS Forum serves as a platform for dialogue and knowledge exchange among policymakers, legal experts, investors, and the business community. The Forum focuses on identifying legal obstacles, updating regulatory developments, and proposing practical policy recommendations to improve the efficiency of investment implementation.
